State of Crimean War

Dear PON enthusiasts,
Since I have recently started a new PON campaign I am interested to know whether the Crimean War event chain produces something historical. In the past, when I have played through the early 1950s it just fizzled out like a damp squib. First, France did not declare war, nor did Austria, nor did S.P. Then the Ottomans and Russia made a white peace before any real fighting took place. So, my question is: does this still happen?
As an aside, why is it that the AI is so pacifist in this instance, while the endless wars over Sakhalin etc. are never resolved?
