First part is relatively easy. Look in the Italy events file and you'll find an event that after unification gives the colonial options to Italy. Copy and rename that and alter the faction tags from Italy to Greece (I'd eliminate dates and other tests as I presume you just want this to happen).
Not too sure what you mean by the second question?
