Hi, im playing as S-P and decided to send a force to Tripoli to claim it for our glorious nation
On turn 1 i captured the depot and supply wagons but didnt move
On turn 2 the game moved me to Gabes and now i cant move back into Tripoli
the 'base' is currently contested, im building a fortress there, my flag flies on the province but i cant put my own troops there - any thoughts?

Going to need way more info, a screenshot with a mouse-over pop-up showing loyalties and colonial status for the region around Tripoli would help a lot. I assume you are not talking turn 1 and turn 2 of the game but instead the first turn and second turn of your entering the region around Tripoli?
Tripoli starts out as either a protectorate or a colony of the Ottomans I think, so you can’t claim it without winning a war with them first. My guess is it was rebel held (this allowed you to enter the region) and when you re-took it from the rebels it auto-converted back to Ottoman control and the game booted you out of the now neutral ground.
I would guess the contested nature of the region is a bug of some sort. You shouldn't have been allowed to build if someone else has protectorate or colony privileges.

ah this makes a lot of sense - theres an ottoman consulate there, but yes it was rebel owned and i kicked them out - much clearer now thanks
Prussia has 6%, i have 25% and Ottomans have 69%
So embarrassingly get back on the boats and pretend it never happened?
heres the province

LOL yep. slink away quietly. It's already an Ottoman protectorate as I suspected, so you'll need a war to get it from them. Building ownership issue might be a bug, or perhaps it's treated like farms are when you pay to build them in foreign lands and will auto-switch sides eventually. But you need a commerce agreement to build industries in other powers lands so this is probably a bug unless you have a commerce agreement with them. If so then your current relationship level will dictate if you get to keep control of buildings, though I'm not sure how low it needs to be for loss of ownership to occur.

I really can't say sorry, I'll ask others people in the team.
