I have been hovering at 90% population contentment for several months now. Would it be wise to wait for closer to 100% contentment or should I start selling more stock on the international market and lower the 80% level for the national market? Is there a "magic number" when it comes to contentment?

not really, as high as possible is the best answer and that is very situational. Also (picking up on your other question), like France, the US has some scripted contentment and militancy problems in the early game. So the normal tricks for pushing up contentment and keeping it high may not pay off due to the way the game is set up for the US.
