can't use missionary & tradeposts

For some reason, I can't play anymore the missionnary card nor the
tradeposts card (after playing the merchant one), playing as France
(year 1865).

Any clue?

There is a structure limit unique to each country for each type of colonial structure.

ah, ok.. The card still appears on the bottom of the screen, though...

yes, because if you destroy one, you can build one. But you are limited in the amount of buildings you can build.

yes, but you have limits on all 3 specifick building - protectorates, colonys and dominions. So you can have x + y +z infulenced territories :)
and is nothing easier than to set extedned bulding limit to slip these limits or write even which add you more.

I deleted one trading post, and didn't free anything either.

if you deleted them and then you cant build new ones, you propably lack CP or something else (consumer goods..etc).

Use the game option of extended structure pool. You can augment it from a +50% to a +200%.

ignore that and try it if it helps, if yes, then delete unneded misonary building somewhere (or another needed building), revert back to normal and then build as you like.
If it dosnt help then it means it is not building limit but problem lies somewhere else.

I used that option and was the only thing that worked when I had the same problem you are having now. About the balance issue, in the same moment that you are playing with the AI and you need to build more missions than you are suposed to do, the balance is already brocken.
