development level - for what it is good, what is representing ? + colony question

i know, certain lvl is needed to be able to build certain building and region cards (booth colony and national), and affect maximum supply that region can hold.
But other things ? is pop in 80% dev. lvl more educated than 40% ? is region with railroad developing faster than with just road ? What are other effects ?

and have another question -colonies.
I want to annex colony from enemy, but war score cost is so high, so it will need a realy long time of occupation to get in in one piece. So i dediced to get in in two-pices - i will demand cca half of colony now, rest in another war by region transfer demand.
So my question is, are owned regions deducted from ws needed to get rest of colony later ? if i get all regins by region tranfer, do i get colony ownership too or i need to use demand colony ?

education is separate to development, but, the main tool to raise education level in a province is the university card and that has the secondary effect of also bumping up dev level.

you'll find that production goes up with development level - look at the same structure in different provinces and you'll see much less activity (input and output) in the low dev province

I don't think railroad improves the speed of dev gain, all it does (in this respect) is to increase the base dev level.

Colonies and regions should not appear in the same diplomatic arrangement unless you play with extended claims and you somehow bordering that colony already. I would go for the exchange of "colony" if I wanted a colony.

Yes, i play with extended claims and colony in question is surrounded by mine colonies. So no problem in getting it whole piece by piece. Just need to know if my "cutting" stategy will work or not :) .
