Meter, top left of map

What does the meter at the top left of the game map indicate? It seems to stay mostly green, but I can figure out what it is telling me?

its meant to measure progress towards winning, depending on your nation either double or 4 times the score of your nearest rival.
However ....
its not that accurate. Oddly up to the middle game it is, but then it tends to sit at the left hand side. Still hovering the mouse over it will tell you a lot about your relative progress
