How to take over someone's "influenced territory"?

Playing Russia and on Far East China has "influenced territories" I got my CP to 35 (but China has more), I can get my MC to 75 (but no more unfortunatelly no matter how many troops I throw. I even have a loyalty 77 vs 23, but region is not getting transferred to me so I cannot raise CP above 35! Please tell me how to proceed.

Which territories are you talking about? Are they protectorates, colonies, or just influenced?

There are scripted events and decisions in that area. China is a power, you can't just take from them without formal procedures.

I am talking about Primorie region, it is just influenced by China.

If it's just incluenced, you can just play the colonial cards there until you get enough colonial penetration to declare it a protectorate.

which cards? i played all till i get to 35CP, but the border still show it Chinese, and I cannot play any other meaninful cards (like immigration) to get it further

It would be easier if you posted a screenshot with the colonial cards displayed, then I could more easily help you. :)

Tiferet can't act only in Primorie, declaring a Protectorate needs actions in several regions of the protectorate, this might be the cause.

Thanks all. Just to let you know I tried everything and nothing seem to work, i figure cause China's CP was higher then Russia's Then came Angun agreement scripted event and Russia pressured China to get hold of the territory.
