GC with Japan

Hi/Ciao ppl

I just started the GC with Japan. The game is quite clear, I'm collecting a huge amont of money and capital, sometime I get some tech/invention and so on..
I noticed that in the government screen I have a decision about damiyo/Meji restauration, but I did not understand if I play this decision I have some chances to get Meji restauration or I have to wait 1860s (I'm just in 1854).

What decision is that? There is no such decision unless you are confusing this game with Victoria 2 where there is an early Meiji restoration event.

The Daimyo event will allow you to antagonize the West, if so you want. Even without my mod, it rises the possibility of war significantly, given the bad relations with the West. The CB works both ways... so if you have a CB with the Americans, you can also declare them war yourself. A risky approach!

It is in the govenment screen, there's an icon written "contract". I played it and after appeared another and I little opened my country to Dutch and expanded fortifications in Edo.
By the way, why Cannot I propose state visit to other countries yet? I'm in 1857 and my diplomatic relations are going down fast and there's little I can do unless to low tarif barriers.
Playing this game as Japan is great!
