Building structures - clarifications

Hi guys
I play as Sardinia - Piemonte and I wanted build a fruit field in some regions of mine, but I cannot do it. For example in Liguria but also in Turin, the pop up message says "you cannot build this structure, another resource actually under not exploitation, is required", but strange I can do it in La Spezia.
Both the regions have room for a fruit field, it happens also in another regions and for other fields. What's this resource under not exploitation?

Check other aspects such as development, population, colonial penetration (if colonial region), and terrain (if on hilly terrain, it may need more than the default). Kind of strange it happens in Turin which is supposed to be the capital in the 1850 campaign.

I think I had the same.

The most likely answer is terrain, as things cost more in hilly provinces - something that you really notice early game. Re Turin, you may have allocated all the available workers to other structures - something that is near impossible to work out apart from counting factory by agricultural site.

Here, you can see Liguria and Piemonte regions with the pop up message. Liguria has hills, while Piemonte is clear. As you can see, in La Spezia is forbidden as well, while I can do it in Firenze and Bologna (where I'm actually doing it) and Chambery (mountains). :sherlock:

Have to ask question: Do you already have two structures using fruits there?

Another random check: Provinces have a limit on structures (No idea what number, but I've hit it in late game), odds are low you've hit that, but I had to mention it.

I checked it and only in La Spezia there's fruit already built (and 1 is the max possibile). In Piemonte and Liguria there are not fruits but of course I built other stuff during previous turns, so I think the limit on structures may be the right answer.

From your screenshot, it appears you have a vineyard and fruits. Both use the fruit resource. If this is the case, then you can't build another farm that uses fruit.

sounds feasible - looking back that is what I did -built the wine production without realising the fruits could support a fruit production instead - which, early game, might have been a better choice.

The other one to watch out for in this respect is sugar - it can produce either sugar or rum (but not both) and again its an idea to plan the allocation ahead so end up with a bit of both (esp as neither is easy to buy from other countries)
