Region pillaged

How do you stop a region from being pillaged? Does it remain pillaged for the rest of the game? A pillaged region looses population and this hurts so what can you do to stop it?

if it is in a rich area, then it will recover. but if it is in a poor region, with a harsh climate, it stays pillaged for a long time.
You can't stop it as such. Some units have a pillager trait so its not a good idea to let them loose in such regions (unless you want to). Beyond that, it happens, mostly when large forces with limited supply are in the region, if there is a long siege or a long battle (those are the triggers I've seen).

In my current game, the region around Djibuti was pillaged in the 1860s (a colonial revolt) and as of 1905 is still pillaged. But areas in N Italy and S Austria that were pillaged in my wars with Austria have fully recovered. So it does seem that the chance to recover is related to some base value in terms of wealth

well i think here shhould be coded in soem fail-saves, like region cant be pilaged for more than say 50 turns, and if you have in 3 reginas away supply depot with more than 500 supply (open to discusion) it will automaticaly spend say 5 supply per pop to remove pilaging and you gen info text saying "army helping ciivilians to recover" or something like that.

That explains why Phoenix stays pillaged the whole game. Is there any way to make a poor region "rich" so it stops being pillaged?

If you want a poor region for some reason revert from being pillaged, build a depot on it.
