Command to make a region discovered

I cannot remember how I do it through scripts... The small island near Papua New Guinea is impossible to be found unless it is scripted somewhere in an event (where?) because it is bordered by sea: explorers cannot reach it from a contiguous land mass. Moreover, I had a geographic expedition fail on me just now and now I cannot replay the decision there although I have bother explorers and all the requested army units-elements. The unknown region is not selectable any more... I need to make it appear through script.

But what's the command? I believe I had found it once but cannot even pinpoint it on the wiki anymore.

if your explorer is aboard a ship, it works, as he's contiguous from a (sea in this example) area

believe me, it works, did it with Prussia for Solomon, Bismarck Archipelago (Rabaul) and New Guinea (Lae, then others area) - safer, and quicket to embark/reembark than move from land in little developed areas (historical and accurate)
like Africa, I never explore risking my precious irreplacable explorer, he acts from adjacent area - sea or from land protected by colonial army - slow but methodical, else you could never explore easily and safely (in "real terms", he cautiously secure routes , establish maps, make small raids, and don't go adventuring in wilderness without a (safe) way back

or you can send him in unexplored area, I believe it's possible but risky

only 2 problems :

a) you need to keep your ship here a few succesive turns (in addition of failed attempts) as decision takes a few (6 I believe) ones to implement - and your ship can take many hits in the process (if he's lost, your unit aboard is too) as well as cohesion (just try to go home with a cohesion zero ship from a far from base sea area and you'll understand quickly what I mean )

b) exploration is very costly, and comes in direct concurrence for economic development - useful for late game, or being the first in strategic areas, or to get exotic assets to increase your population contentment (exotic fruits, coffee, diamons, gold, you'll rarely fiond in Europe and are sond in world market in few quantities)

Christophe, unfortunately the explorer-on-a-ship trick does not work. I tried this twice, with my explorer both in the sea North and South of Rabaul and the command was unplayable. It might have something to do with my game, probably, as it is the same game where my other geographic expedition (in Africa) played to the end, did NOT reveal the region, and then was no more playable on that region (neither were explorers).

I think the problem is due to the upgrading of the game through 1.03c (where a mess of regions went non-national), then to 1.03d. Since your game has the same base as the CIE game, I can say that several areas are now nation-non national split (meaning the colonial area has both non-national and colonial territory - see India, and use the colonial region? filter). This is causing havoc with playing colonial cards in certain regions, and is not allowing the exploration of certain regions.

I can say the problem exists in CIE in 1? region in Canada, and 1? region in Australia at least, as well as the island you are talking about.

Perhaps. But Rabaul should not be unbroken given that it is still part of (the German Papuan) colony that never had enough CP to become non-national region (101%). True though, many of the most inexplicable and freak errors in the PBEM game and its derivatives stem from the fact this game once started with a very early release of the engine that got continuous patches in the last two years, including multiple hosts with potentially unqualified setups.

I bet it's a totally different (and far more stable) experience to start a new game from scratch with v1.03 now. If v1.04 has improvements in balancing and the few database bugs, these issues will be really a thing of the past.
