F10 Combat Power Ratio

The F10 window provides a lot of information, including relative combat power ratiio (with the player = 100). I thought this simply tallied up the totals and calculated ratios. But there is a strange twist. The ratios you see if you check it when you load the game become different if you check after saving the game. The BEFORE numbers are higher than AFTER. This percentage of reduction of other countries' ratios is the same percentage for all lines. However, the actual percentage or reduction depends on which country is viewing the F10. E.g., a few turns back Portugal's reduction was 7%, USA 30%, Brazil 42%. Given that Portugal has a sizable army and very small navy, while Brazil's navy's combat power is much closer to that of its army, while the USA has a proportion in between, I hypothesize a naval connection.

E.g., the initial count compares your army with a CP number for the other powers while the after count compares your combined total with their CP number, so the other country ratios shrink when your navy is added to the mix.

The question is whether that CP number being compared is their total or not. The ratios that are reported before saving equal the ratio between the two countries as consistently reported on another country's F10. So if the naval difference theory is correct, then what is being compared with is the other country's army strength, which would mean the total forces comparison desired is not presented.

Given the level of military intelligence in the period, uncertainty and limited information seem somewhat realistic, but it would be helpful to understand this ratio.

Does your before/after ratio make sense under this hypothesis?
