Help with Prussia and uniting Germany

This subject must have been covered before, but I could not find it.
This is my first game as Prussia, and I am trying to form the North German Confederation. I have been playing the unity cards and have relations of 100 with Hanover, Hesse Kassel, Hesse Darmstadt, and Saxony. Each of these countries is more loyal to Prussia than themselves. I am in 1855 and no event come up.
What else can I do ?
