Supply wagons and depots in sieges

The manual says that besieged units are less likely to surrender if a supply wagon is present. Nothing is mentioned about depots. I would think that supplies from a depot are just as good as supplies from a supply wagon. Is this an oversight in the manual and is a depot just as effective as a supply wagon in reducing the chance of a surrender?

Depots and supply wagons won't help if you run out of supplies in a siege. Depots, cities, and ports produce some supplies each turn but they are usually too few in a serious siege with many besieged and besieging.

Wagons help with the surrender roll. They give your troops another chance if they fail the surrender roll.

It's actually the other way around. They give an extra "no surrender" roll when you wouldn't have normally. But once they are empty, I think they don't work anymore. This is almost the same when used in battle, they add to the battle rolls as long as they have something to carry.
