colonization question

Is there a limit to the number of colonies you can have? I'm playing as Prussia, now Germany for some years. I have most of my positive SOI regions as colonies or as protectorates but it seems now that I can't add the colony card to any of my protectorates even that I have more than 50 CP in the capital region and more than 40 average CP in the other regions.
And now that we are at it, another question not related. If I declare war on France will I be able to ask for Metz even that it's treated as non-national but I have it in my objectives, I couldn't ask for it in the Franco-Prussian war and I'm not sure if there is a way to claim it.

some countries, Italy/S-P and Prussia, start with a limited range of colonial options. So you can build up CP but lack the cards to convert that into colonies. For S-P/Italy this changes on unification, I'd guess there is a similar event for Prussia at some stage that creates the full colonial range.
if you don't want to wait then you can create a decision that gives you the colonial cards you are missing. If you look at
this post it'll give you some idea (but was written with Italy in mind)

Thanks for the reply, I know Prussia doesn't start with the full colonial options, but I am way passed that point. It's the late 70's and I am Germany and I already have around 12 colonies and some 9 protectorates, the thing is it seems like I am no longer able to assert colony status to my protectorates, I have the cards but I can't use them as it displays all areas in red, even that I fulfill the requirements to turn some protectorates into colonies.
As an example, the Uganda region

65 CP in the capital, and 44, 44, 48 in the other three regions. And I can't use the colony card as it displays the region in red. So what I am asking is if there is a limit to the number of colonies I can have.

ah, then yes, as with all the cards there is a limit to the number you can play, so the total volume of colonies is capped that way. You can either live with it (which I think is what the game engine really wants), shift to the no-limits option (which can cause the AI to binge on certain factories etc) or use the code I linked to mod in some extra decisions you can play so that your Germany can become a dominant as opposed to secondary colonial power

We have similar issues in our World in Conflict 1880 PBEM....all requirements on map look valid as per regional tooltip, but still the RGDs can't be played. Sent you the saves

To me it seems like the limit in outposts, missions and trade centers or other such buildings. That you still get the cards but until you demolish the building you won't be able to build new ones. So I guess you have to "demolish" your colonies. Next time I'll think about turning the big african regions into colonies and leaving the pacific islands as protectorates.

Ok, can you try playing with extended structures pool and see if the problem goes away?
Theoretically only regional decisions should limit your holdings, but perhaps force pool are not set to 999 in this case.

Just tried it and yes, with extended structures I am able to play the colonization card.

ok, so this is a limit on structures, I think it is working as designed.
