When I mouse over my stack of river gunboats (and transports), the popup tells me the gunboats have a strength of "(32/47)". They currently have 4 full-strength elements each. Similarly, my river transport unit has a strength of "(8/47)". I believed this to mean they could take on additional elements, so I moved the stack to a region with a harbor and a depot (first New Orleans, from which they got bumped to New York when the Civil War broke out in Early January 1860, but new leaders have yet to spawn, so I have command penalties all over the place, but that's beside the point) and waited for them to get reinforced. I even bought several replacements for them. Nothing. Another gunboat squadron (spawned by the CW event) seems to be at full strength despite also having only 4 elements. Now I'm just confused.

According to the unit file, the squadrons are made of 4 ships...so if they have 4 elements, it means they are full and won't get more. The strength modification can come from other factors, such as loss of cohesion for instance.
