Help! My immigrants are committing genocide!

Playing as Germany in 1871 (started 1850), I used the Immigrants colonial action to send settlers to two provinces in South West Africa, which I currently have as a protectorate.

The colonial action was successful, I waited the required number of turns and the message came up saying the immigrants had arrived. The same turn, I got a notification that the depots in those provinces had ceased operation due to lack of workers. Checking the provinces, it seems that the population of each is now zero: they're entirely empty of people.

What happened?

My best guess is that the Immigrants action is supposed to reduce the existing population (Herero, etc) by -1, then add +5 new German population. The first part is working fine, and presumably the provinces only had 1 population to start with, so -1 reduces it to zero. However, the second part of the action is not working: the new population is not being added.

Any thoughts or suggestions, anyone?

Is there a way to edit a save file to add 5 population to each of those provinces manually? I did have a look but couldn't see any obvious place the numbers were stored. (And I know nothing about using scripts or the like, unfortunately.)

Sounds about historically accurate, if a little early...

well problem is not that they eliminated original population, but mainly that that adding of national population is not working in that case. It creates same problem for me.
It is bug, that if you eliminate natives then no national population is added.
