Hi mate,
I think the issue with Russia re: Poland is unfixable. I lost control of several provinces for several turns and the AI from then onwards seems to regard the provinces as Colonial. All I can say, is new players of Russia need to place military units outside of the fort/towns to instantly start the bouncing between provinces that the rebel units which have the "Retreat" and "Destroy" attributes. They are such a pain that even the AI can't handle them it seems.
I eventually worked out that about 3 rings of provinces with troops in each province holds them untill they are destroyed.

Well, most probaly poland colony will be fixed by 1.03d, still i have problems that ownership change event is producing that problems, which forces me to press manytimes esc near end of turn processing to skip generated errors, just to continue game, whic is little annoing. I will love to know which is producingthat error.
And for poland problem - well, it is more funnier - prussia helped me with rebels in 3 or 4 regions, some were given back completly ok (with town + industry if existed), while some not - mentioned 2 + one which have same problems, but he rebeled and i conqured him back, and it is totaly ok, i can build here military units.
Onylest problematick regions are that ones i forded switch with change ownership event. And same command event is causing problems for 4 or 5 regions.

Do not freak out. You can run a script that will give back these regions to the rightful owner, according to your game. Indeed, the AI needs a little help some times, it's not a big deal, it's a complex game. The Polish insurrections in our multiplayer game were quite interesting... subdued by the Russians.

I dont have problem with creating events with change region owner which fix map, for me and AI, but with that command dont work properly in my case - like earlier writen problems - creating halts and dont changing ownership despite all is ok an at place - current reg. owner and future owner in event.

Actual 1863 rebellion was dealt with very quickly. There were even cases where peasantry took initiative and gathered into militia bands, then hunted down or detained mutineers, later surrendering them to arriving Russian army units.
