As GB I have got plenty of money to spend, so at the moment I am subsidising all researches available. Will subsidising more of them reduce the speed of their progress?

It should speed them up by 1% per turn.
In my Russian game it seemed to make no difference whether I subsidised them or not. Not one of my subsidised techs ever overtook the unsubsidised techs above them.

I have the exact opposite experience from Moriety. Subsidized techs overtake those that are not in most cases, unless the other techs are known already by allies and friends. Remember that cordial relations help the transmission of knowledge of technologies. On the other hand, having bad relations (or being at war) with a rival nation means a monopoly for techs, both ways.

This is seriously bad for me then. Lord Palmerston is my head of state and thanks to his diplomacy rating, relations with most other nations are in the 90s. Mind you, I would say that is pretty representative of the British attitude towards knowledge. Let the rest of the world learn from us!

It's not bad as long as you hate their guts. It's a bidirectional progress. If you are indeed the leader in technology (wait until Germany unites though) you can make the whole world progress faster in your alternate reality. That's quite a noble undertaking. :)
If you have already chosen your rival nations and want to hate their guts, since v1.03a you can "degrade relationships" with nations you don't like. You need to drop relations as low as possible, but certainly below cordial (25) or hostile (-25) if you want to properly wage war and penalize them in trading.

Well, i never understanded how it is posible to buy anything from states at which you are at war.

I put this down to Russia being fairly backward in the era and assumed it was WAD, or that I unluckily choose techs that were mostly very new, or I was already advanced, either way, not really a problem in my peaceful game :)
