Purchase Failures!

This is the report given E March 1870 in our big PBEM - a pattern consistent in the past with deliveries from some countries simply not happening. I have been shifting orders around and Parana purchases in particular (to draw down their stocsk and stimulate the economy) worked well for a while but stopped working some turns back.

Empire of Brazil / MFG GOODS

Purchase Orders: Total Sold; Total Request/Our Request ---> Filled

Parana: 93; 20/20 --->0
Low Countries: 50; 40/15 ---> 15
North Germany: 50; 41;17 ---> 17
La Plata: 48; 47/32 ---> 0
Scandinavia: 44; 21/6 ---> 6
Chesapeake: 41; 8/5 ---> 0

The common factor I note is that purchases from American countries with overflowing supply did not take place. Other things were sold to Bolivia, Paraguay and Argentina. Other than a shipload of Tropical Fruit from Mexico, other orders for other products in the Americas yielded nothing.

I, as Japan, consistently buy from South American nations. I have obviously access to all markets except Parana. I was hoping that I was buying indirectly from Parana as the nearby nations manage to buy themselves and propagate the landlocked goods of Parana. Is it not working?

It was working well. The F4 and Asset Balance still show the info above and large surpluses, but Mfg Goods stocks plummeted (and others declined) as these orders stopped being filled. Not for any lack of PC or supply. Buy orders have been added for Chile, and I have asked them to try to buy from Bolivia and see if their buys there or my buys in Chile happen to work. Since it affected Chesapeake as well it is not just South America.

I didn't see that anywhere on the Paradox forums. Luckily I saw it here. I'll put in some orders and see what happens. I had been buying Mfg Goods from La Plata up until a few turns ago when my new Mfg Good factory came online and I hadn't noticed any probs with the orders being filled.

EDIT: Just loaded the latest turn and I can't buy anything from the South Andies market. It's not indicated that I can't access the market with the diagonal lines on the trade map. There's just no products at all that show up in the trade box. It's totally blank white. I seem to remember that being the case in the past too, so it's not something that's changed recently.

I sent emails.

I thought that being adjacent you could buy from Bolivia by selecting Parana, not just South Andes. Can you check?

Kensai reports a similar problem with Moldavia - on again, off again.

It is on and off indeed. I am not really sure it's a problem after all. Considering the financial state of Greece in our PBEM game (low private capital!) it might simply be that the funds end before the buy order is executed.

It is steady now, except I did buy a single item of a product each from Bolivia and Paraguay, but the others went unfilled despite no other orders and lots and lots of PC (new businessmen every turn). Definitely a transaction failure. Relations are also Friendly.

If it is so intermittent, then this is the reason for sure.

Where exactly parana lies , and which trade boxes/links uses ? I think i have all marine boxes coverd by one merchat ship, but still it is imposible to buy anything from them. While they nice amounts of goods to sale, which i want to buy.

Parana should be Brazil. You can find provinces using Cntrl + F

Meaning can't place buy orders with them? Or can order but failure to fill orders?

Parana is the trade area in South America that is land locked. It is south of Brazil, but west of Argentina. It would be modern day Paraguay. It is not accessible by sea in the game terms.

The overall game relevance is that at least in PBEM the neighboring playable countries Brazil and Argentina can develop Bolivia and Paraguay and help the world economy by buying and reselling excess goods to the major powers who are able to resell globally. This was working but stopped working not long ago there re elsewhere in Latin America.

Is it now not working at all? Meaning EVERY turn? When I placed the Greek orders in Moldavia it didn't work only the first turn (after), but otherwise it started buying correctly. Chile should be buying from Parana normally, I think they are nearby regions with direct link. Unless there is something messed up with the link map in South America, it should not work differently from the rest of the world, which apparently works mostly ok. Persia has been a reasonable regional buyer in Asia.

The Parana part of the map is greyed out in Economic map mode. I don't actually have a land link to it since there's one Argentine and one Bolivian province in the way, both of which are linked to the South Andies trade region. As for the South Andies region it's still the same. Not greyed out but when I click to bring up the trade box there are no items in the box that I can buy. The heading says "displaying goods 1-0". If you or Kensai want to check you can load my Chile turn. It's not password protected.

OK, then it's probably all WAD. If you don't have access to Parana it means you can't buy from there because there is no direct land route. Regarding South Andes, it is normal as well, as Peru and Bolivia seem to be trading from North Andes. Chile is probably unlucky, it's only valid neighbor seems to be Argentina (not greyed out). Am I right?

It has been consistent every turn, with a few isolated small purchases but not the larger orders.

PC is never an issue - thanks to the purchase failure, PC is overflowing and going to bad new businessmen for foolish purposes.

To monitor I had set the Parana trade orders to 2 for "hard" items and 1 for all others (since the big unfilled orders for hundreds of PC distorted my reports and projections) but despite lots of product overhang there are no purchases consummatd with Parana. Bolivia and Paraguay do buy from me and I assume other neighbors. The foreign investment site there returns goods. Still no purchases possible.

This seems a clear bug since purchasing from Parana fvrom adjacent countries DID work perfectly in the past (I can try to find a file to help identify the last version that worked. There are quite large overhangs of built-up sell orders from Parana, but back when these could be purchased the actual steady volume was single and some double difit sales offers.

Separately I reported 1.03d missing fixes previously implemented for area.ini errors. I don't think that should have any effect.

I tried restoring the ini file corrections of 1.03 that I found were lost in the last quickfix made Parana trade flow normally again in a fresh 1850 GC. So I think that is the solution - posted to Pocus & Kensai to confirm.

Regardless of the fix... How do you know for certain your own PC is not an option? PC is regenerated each turn from your own sales. If your sales are healthy it will pop up to the same point or even higher as before. Considering that buys come before sales, perhaps your PC goes instantaneously to 0 and you cannot commit to all your transactions. I believe (not entirely sure here) that the engine makes first those transactions between nations with the most lenient F1 trade stats and best relations, moving on to worse ones.

It would be an issue if PC on hand was not enough to fund production and potential purchases. Usually there is PC on hand well in excess of PC used in production plus the whole purchase budget, but under the recent patch update that makes no difference.

FIXED after the AREA files changes in the 1.03a reload are restored (same changes as announced for 1.03e and discussed above. Purchasing from Parana operates normally.
