Questions on ACW when it starts in the campaign game

Hello all...playing with a friend of mine who is the USA and we have the 1.03 patch with the first hotfix update. Question...the American Civil War has started and it is 1859, December. I do not see Jefferson Davis portrait in the diplomacy screen. Also....when the game was patched to 1.03 did it include the generals for the ACW conflict quick fix? Thanks
