Unable declare of war

Hi,
playing France in 1850 campaign I cannot declare a war to Russia which attacked Ottomans ... here are all active possibilities. I do not have any treaty with Russians ...
Should be problem that I have casus belli against Ottomans so I cannot declare war to their enemies?

Lol, how did you get CB againt ottomans and not russia ? Bug in game or did you promised support to russia ?
And yes, you MUST have CB to be able to declre war, doesnt matter how you get CB.

I know that I need CB ... but as you can see, I cannot do it (I have enough diplomats). I do not have any treaty with Russians, I just want to help Ottomans before Crimea War event will come ...

I'm rather sure that the fact you have a CB against X won't prevent you from attacking Y, even if X and Y are at war. Can be perhaps a too low military rating of your ruler.
