Militancy aside, does improving education actually improve it? Does education affect population mix? Does it affect research?

it definitely increases the education level of your population. I tested this in my S-P AAR and have a pre-post census screen that shows the effect quite clearly.
I guess there is some link between population and education and basic research speed ... I am definitely aware I am lagging a number of larger countries due to decisions they get to play 1-2 years in advance of me

Higher education results in easier possibilities in having a change of social class (e.g the move from peasants to workers, or workers to employees, etc.). This is very much needed if you undergo an industrialization process. Drawbacks are higher militancy increase and reduced growth rate (offset by medicine advances).
Oh, I forgot a slightly important point... social class demands shape your national market... so peasants will not ask for luxury products also.

That is great to know. One thing I honestly like, but at the same time do not like, is that most things have been considered in this game, but are covered in fog. In the tooltip you do not see any indication that education is affected besides in its name, only reduction in militancy is apparent. Therefore I never enacted this decision in my games as I didn't need the militancy reduction, if I had known that it actually could have an affect on education levels I would have enacted the decision much more often.

Pocus, when you pass the mouse over the Education gauge in F6 screen the tooltip says that this level also helps the "research rate". Is there also a minor bonus in the R&D rate if Education is high? It would be good if there was one, even if the main Education bonus remained social mobility.

Theoretically yes. Practically you found a bug, sorry

UID = 5
Name = $RI_Name_Naval_Steam_Frigates
Alias = RI_Steam_Frigates
...
ModByEducation = $fatEducation|2|4|13
But that's not the correct syntax, so I'll check if it works... As said elsewhere, we are heading into providing a 1.03a with some fixes.

Great! I will create a new thread to submit what I have found so far for that tentative patch. Thanks, Pocus, and I hope to see you soon in a month or so!
