Pillaging?

I think I saw in the manual somewhere that pillaging is supposed to stop after the next harvest. However, I have a couple of regions that have remained pillaged for quite a few years, with development at zero or getting close. Is there any way I can rectify this?

It's possible you have a hidden enemy unit there. Indian Raiders in the US are hard to find sometimes. In fact any of the small battalion sized raider units in game are pretty hard to spot, especially in difficult terrain.
I also find that my Indian units I get when I create a colony raid my own provinces if they have the pillager trait... so it could be that as well. I’ve tried building them a supply depot, but they seem to raid/forage by default even with tons of supply available.

Our own Raiders shouldn't be pillaging our own depots, I'd think.
But they
do automatically do that to enemy ones in provinces where they end their turn. So my first guess as to the long-term pillage status provinces mentioned by the OP is that there are probably indian raiders just sitting in those locales and they've not been spotted yet. I suppose this makes a bit of a backup detection system huh?

I agree it is a bug, but I've confirmed it does happen. At least with the Indians, I didn't check other raider type units to see if they had similar issues. I just moved my Apache stack and my Dakota stack from their pillaged regions to a non-pillaged one and saw the new regions become pillaged the next turn for both stacks. So Indian raiders do pillage friendly turf, I’m not sure about other raider types, someone will need to check it.
They’d need to test raiders gained through colony creation status and also raiders built through production, as I guess it is possible the once enemy/neutral raider units have some switch in the database not getting flipped when they become friendly controlled and the raider tag itself has nothing to do with the actual bugged behavior.

I'm actually playing Belgium and this is in the Congo. The area is now a colony. Not sure if there are hidden units, but they'd be good at hiding for 20 years if that's the case. Would be like a Japanese soldier found on Guam.

I just got to Early June 1880. Then hit the turn button and it goes to the menu. Hit "resume game" and some sort of Direct X error pops up. I've done this three times, so it's repeatable. If I can't get around this, I'll be slightly unhappy.

You should post your save game for the previous turn, with description of what's happening, in a new thread. I'd think.

Aha! So that's the issue.. flipping them to friendly never changed their pillage status to same?

I’m not sure, it could also be an issue with supply draw. Both their ammo and supply bars show the units as empty of both at all times, so they may have no choice except to forage. Now the bars may be empty because Indian units are never allowed to draw supply normally due to the pillage trait (or something inherent to their unit type), or there may be a bug that went wrong when the unit flipped and they are not being permitted to draw any supplies from friendly sources, I don’t know.
