What was its problem in the first place? Btw, there are many rebellions, I suppose you mean the big one (the civil war) in 1867, right?

Yes. There was a problem with the end of the big Civil War where the provinces didn't all come back under control after the war was over. Seem to recall it was
the central provinces.
