Miinor Pathfinding Using Passage/Supply Requires a State of War

Minor bug:
This is to confirm, in the example of Brazil in MP, that units may not enter territory under Passage or Supply rights if the country is at peace (Error message says "This region cannot be entered ( . . .).".
If the country has a state of war with anyone, units may use these rights. If the war ends in peace, they may not.

Might only have effects on some minor nations though, as I have been able to station/supply troops in allied territory, while we both were at peace

That may be the case. If Sweden can do it, then there must be something in the specific country setting rather than all minors that affects the pathfinding. Which suggests it might be accessible to fix rather than locked in the exe.
The workaround is to declare war on an tribal (-100 prestige cost) and just leave the war unprosecuted. However it seems that war weariness still may kick in and reduce contentment, leading to strikes and riots breaking out that are not explicable otherwise.

I found in GameData/Factions the files 37-BRZ.fac and 206-SWE.fac
Both have
Kind = $fkOrganizedMinor
The only difference between them except the names SWE & BRZ and appropriate strings appears to be that Sweden has
IsMajor = 1
rather than
IsMajor = 0 for Brazil.
which suggests to me that most minors will have this issue and there is a bug (or design reason) that it applies, iike forcing minors to mind their own business unless at war.
Other IsMajor countries are China, Turkey, and European countries except the Minor states in Germany, Italy and the Balkans.

Yep, this could be it... OK, tomorrow I will be working full-time to make Spain, Portugal, and Netherlands major. In our MP game they more than deserve it. However, any change should come AFTER patch v1.03 to avoid any unforeseen consequences. I really doubt they would be any, but better be certain. And obviously after a vote, since this is a major change.

Spain, Portugal and Netherlands are already IsMajor, though MinorOrganized.

Pocus, could you be so kind as to advise
if being at permanent war with a tribal to allow use of Passage/Supply rights means serious war weariness (leading to strikes and riots)
How long a peace is needed to reset war weariness?

Was able to land troops in a rebel controlled area besieging a town. The naval bombardment and the size of the landing so discouraged them that the rebels retreated away. With rebel control below 50%, my troops immediately teleported to Okinawa (thank goodness for F2 to find forces) as it is I suppose the nearest terrain not protectorate or better for anyone. Could have been worse - Tibet?

Two results of testing:
Was able to land troops in a rebel controlled region where they were besieging a British town. The naval bombardment and the size of the landing so discouraged them that the rebels retreated away near the end of the turn, so the troops did not engage, and non-rebel MC increased to over 50%. I think because of the bug and less than 50% MC, the region was liberated but not teleported - it was "destroyed by lack of transport in the region . ." since the Passage and Supply Rights did not kick in.
Troops elsewhere inside foreign territory got a valid move order but teleported to Okinawa, probably since it was the nearest area less than protectorate.
So (1) can't pathfind into foreign provinces (2) if in foreign provinces and trying to move to another foreign province, order is accepted but teleport to nearest below-Protectorate province (3) if in foreign province {without own majority MC? not sure why}, destroyed.
