In my game, as prussia, I declared war on Portugal in the late 1850's, to try to get Angola. I over ran them completely, however, for some reason I can't capture Porto de Mocamedes, which is the anchorage in Mocamedes. I have 100% Military control, captured all adjacent provinces, but it won't let me siege and capture the anchorage. I've tried blockading it, and setting my troops to assault. Until I capture it, I can't build my own anchorage/coaling station. Is there something I am not doing, or is this a bug?

It is surely portugal anchorage, not by other nation ? AFAIK anchorages have no def garrisons so they shold be automaticaly captured.
You can try to add garrison to it in building model (you need to delete cache file- easier, but first load will be much slower or modify it - harder, but start is normal), and wait for it, to spawn garrision, overrun it, and captures shold be done.
