Siege Mechanics Discoveries (WAD I think) + 101% Colonial Penetration Bug

SCENARIO: Brazilian Empire troops with passage and supply rights aiding Chinese troops against Taiping. Both are at war with Taiping but not allied.
(1) BUG: Capture of Taiping held territory leaves Imperial CP of 101% there, along with 101% China and 101% Taiping. There is another 101% CP bug in Urumqi in NW China. These can be scripted out, but would be better to fix.
(2) SIEGE OPERATIONS: If the Chinese are maintaining a siege, the Imperials can't take any action unless the Chinese go Passive to break the siege. If the Imperials are ordered to Assault or Attack but an inactive commander knocks them down to Defensive, I thought the normal rule would apply that Defensive is enough to continue a siege. However, in fact it appears that the Chinese pop up from Passive to Defensive automatically and commence (or re-commence) their own siege, locking out the Imperials again.
This actually makes sense, since non-Chinese forces entering an area in Defensive are not intending to be involved in a siege since Attack or better is needed to start one, and the Chinese wouid reasonably want to ignore those Defensive visitors and be about their business. So I assume this is unexpected but Working As Designed.
If correct, I'll save this for manual edits.
