Diplomats available but not acting

Why would this be happening? I know I am not covered by the "warranty" since this nation is Greece, but why would this be occurring, any ideas?

I decreased them to 0 through a script, hoping that by Early July when the new class of diplomats graduates it will fix itself. We've never encountered a country in the past not being able to send diplomats while showing to have them.

My suspicion is that the failure message is generic and doesn't necessarily mean that you didn't have enough diplomats. Try changing the VP to +100 in case that is the problem, possibly you can't afford the 0 VP the action costs.

Thank you, sagji. That could be it. But did state visits check for prestige? I didn't try forged CBs or declarations of war to suspect the lack of prestige as a problem. Nevertheless, perhaps the game checks anyway even if it charges 0. So negative values give errors.

Yep, you were right (again). That was it. Wonder if this is a deliberate mechanism to mute self-destructing nations. Will fix it tonight.

Propably to exclude all the tribals and unformed factions from cluttering the diplomatic system as well.
