bug: wrong colonial capital for Niger

A player in our MP game over at paradox forums reported this bug. He couldnt properly colonise Niger, because its capital region Bamako is within Mali. The correct capital of Niger is Niamey
We fixed this on our own by changing the ColonialAreas.ini but hopefully this gets fixed for the upcoming patch.
