Playing Smaller Nations

Will I have fun playing a smaller nation (not scripted, not officially supported) or will I not be able to do anything? Can a small nation colonize with the few cards it can play?

The most obvious candidates are nations that have claimed regions near them, especially if they have them because of population majorities.
