hello. I just got a new pc. I was wondering if I could reinstall game on my second laptop somehow (Ive got all the information including key serial code)
anyway without rebuying?

Depends on where you bought it.
If you bought it from Steam or Gamersgate, should be able to log into your account and reload and reinstall from there
If you bought it from Paradox, hopefully you kept the original download.
If not, just contact them with your original info and they can resend it.
