They are posted in the Paradox forums under the tech support sub forum.

well, logical chain:
- at least the retail version DVD (i know i am a minority but i like the shiny things) gives you a link to Paradox.
- the OFFICIAL patch 1.01 IS STICKY at Paradox
for downloaded games... they are already published as 1.01
for the beta patches... would not make sense, were too many of them. (devs, you know this is not meant as an evil comment)
if one managed deliberately to register to get the most recent beta patch, one will manage some scrolling

Just register at Paradox and enter the forum under tech support. The latest beta patch, now O for Oscar- is clearly labelled and there for download. Viva La France!
