Railroad build cost

Color me confused. :wacko:

Playing Belgium, beta patch Oscar

I want to build railroad in Luxemburg (Forest, owned, 100% controlled, 100% loyal, 100% dev, Major Road, National region)

Using the build mode in Economy mode:

Tooltip says cost is:
Capital 425, Steel 26, Goods 21, 128 days

I've got all that, but it says "Due to difficult terrain, you lack the necessary assets to build this structure."

Examining Structure 15-RailRoad.str:
CapitalFunds = 500
StateFunds = -1
Steel = 30
Coal = 0
Goods = 25
DayCost = 150
CostIncreaseTerrainPerc = 25
ModelType0 = $SupplyType
UnitCost0 = 2


Seems that the real costs are higher than tooltip, and there is a 25% terrain penalty.... tooltip bug????

and does this mean I need 2 SupplyType units in the region also????

the tooltip for a structure shows ACTUAL basic cost for the structure

here is a net effect of inflation included, also the every-5-structures-its-getting-more-expensive rule.
thats why it is normally not the same value as in the file.

not included is the sum you have to pay if you build it in certain rough terrain

as you say forest, its i believe about 20% additional cost.

the exact values are at the paradox forum explained in various threads.

finally, but dont quote me here, i am not certain, there could be a effect coming from the F1 ledgers administration rank, which gives you, here i am sure, output bonus or malus.
i recall its also true for initial cost, but i could be wrong.

EDIT:

yeap, Belgium has Admin ratin og 8, means 3x5% bonus to inital cost, 500x0,85 would explain the tooltip calculation. game is dealing pretty bad with rounding effects

Upon further review:

A "little birdie" has told me:
I'm getting a discount from my Ruler's high Admin rating, but I still need 25% more than the tooltip to build in the forest.
