protectorate not valid

hi, im a petrol obsess. im GB, with extended SOI on an trying to colonize islands north of australia from nederlands.

when I was able to declare one erea protectorate, after 1 turn it says "declare protectorate not valid, the structure that is trigered by it would not be valid" usually 1 or 2 turns after decision. its not a soi option problem, had same thing with 3 ereas in india, only they matered less (structure would be gouvernor residence. military control maybe?
help pleeeeaaase

i am not certain, but i believe there are two variables:

the average Cp in your case is given (green area where the card can be played to...!??)

but there is i believe a second variable:

a certain level of development is at least needed for the declaration of colonies.

exactly for the building of Gov.Mansions itself, not sure if this is true for Consulates either and solving your problem

EDIT:

Gov. Mansion:

MinCP = 50
MaxCP = 100
MinDev = 20

*****

Consulate

MinCP = 30
MaxCP = 100
MinDev = 10

We need more detailed info on the subject... like for example:
-Which colonial area
-Your CP
-Any other nation CP
-Development level
-Military control
-Your military presence in the region

Then we can comment with more info... ;)

If we cannot find a solution, we will require a saved game in due time. :thumbsup:
