I have 4 colonial brigades in Nigeria and all of them are out of supply even tho all MTB from the baltic to the guinea have commerce ships in them... Am i missing something? I play as Prussia
also, is it possible to gain military control over a non-capital?
i saw a huge english army sitting on a province for year and not gaining military control...

do you have a coaling station, harbor, depot or something like this?
if not, thats bad, for ships are unable to supply... oh, to make it complete:
i recall, that there is a certain bug / problem that makes it close to impossible to build such infrastructure in some regions...
about the military control and colonial penetration there are plenty of threads and some known problems announced to be solved in the next patch (due in few days)

I was able to solve this problem in West Africa, by building an anchorage, as advised by Yellow Ribbon.

If you have colonial structures built, each can provide general supply (food etc.), but not ammo, for 3 elements. Beyond that, you either get Military Control and build ports and depots or ferry supply wagons in and out.

1st question - yes
2nd part - You can't can't gain MC away from allied/neutral parties, only enemy/unowned.
As an example, I just gained protectorate status of Eritrea. I can't enter 2 of the regions in the zone. The Ottomans already had MC and we're neutral to each other and have supply but not passage agreement.
