Crisis variable

Two questions about crisises:
1) I always got 2 Prestige Variable Allotments.
What does this mean: Force you to add 2 Prestige Variable Allotment(s) to Prestige Stash?
2) I see Prestige Stash, Just Cause, Intensity, Dominance, as the Big 4 values for the Crisis.
But what is the "crisis control rating"?
