Hi,

I play piemont, and i have only 7 colonization options.
I cannot increase penetration more than 35% with these ones.
How can i get some more options?

Well, historically Piedmont was rather more interested in Italy than Africa.
Once you succeed in re-unifying Italy, you'll get the options.
