Hi all,

I want to know how to declare war.
I know i need a casus belli but i m piedmont and i think i have a permanent CB versus austria.

So first where may i see all casus belli i have.
Then how can i declare war. (no possibility in diplomatic approach (i cannot find declare war option)).

Press F9 to see diplomacy window.
If you have CB against Austria you can declare war as well.
Press F10 and you can see how strong Austria is compared to you and unless your game is not advanced very well it should be suicidal to even think about waging war with any of the great powers at an early stage.

It seems i do not have CB.
Strange i thought that as they own national land from piedmont a permanent CB was avaible.

I think i must create a cb manually.

I believe it is the fact that you have a territorial claim enables you to forge casus belli against Austria and claim territory in the peace. If you did not have a territorial claim, you could not claim territory - just the other options of reparations, demobilization, scuttling ships, freeing peoples, or colonial possessions.
