Cannot enter a province occupied by an enemy

Sorry if this has been discussed before, but surely it must be a bug that one cannot enter a province of a third nation occupied by a nation one is at war with.
As Prussia, I cannot attack Austria in Saxony after Austria attacked and occupied Saxony. This is ridiculous. Must I declare war on Saxony in order to liberate them ??

Is there a workaround ?

I reported this and it was confirmed as a bug. The "work around" I've found is to request a Right of Passage. Not sure if you can force this through the console.

In thinking about the era, does requiring an alliance or right of passage agreement actually the right way to handle this? Perhaps the right thing is to make the invaded nation more likely to grant passage if at war with the same nation? Just a thought.

Have tje same problem since I uploaded the last patch. Can't go in any sort of hostile territory not even rebel held. I attached a save if useful in thread

Yes, for the moment, you have to do that...
