Playing minor nations

Is it possible to play as a minor nation like Bavaria for example? I changed the setting to IsMajor = 1 as somebody recommended it in another thread (which I can't find anymore unfortunately), but this doesn't seem to work.
Can anybody please help?

Sry for you but that does not help you for what you want to do...
