I've seen the AI do this a couple time or so ... he plays his Unification chit on Piedmont. It's technically a legal move (a capitol in Italy), but I'm pretty sure a useless one.

Prussia AI does it all the time in Brandenburg too.
Haven't played either much so not sure how useful it is.
