F10 screen; no longer getting prestige points for it, can no longer build anything in it.

For control you need a regular unit (not militia) (garrison shoudl do) in place.
Though lack of control in this sense should not affect building. What's your military control?

Apparently, one or more Phil's is investigating!
The original locked garrision is there; everybody that could move went west in early 1850.

Did some checking, here's a few more details:
Happened on early July 1851 turn (date was wrong in OP).
Cause was Uncle Tom's Cabin event.
Result was: Loyalty in Washington DC went from American's 100% to American's 20%/Rebels 80%.
Military control remained at American's 100%

yes the event is just lowering too much loyalty....And there are other. i've posted a fix in the official forum.

This is fixed in all the new CW events that will be in next patch
