In 1850 start Russian controlled crimea region specificly Sevastopol has 100 loyalty to Russia and consist of %80 russian %20 ukranian. And in the Dobruja region(Costanza) has 85% Romanian population. I think those values can be a bit wrong.
AFAIK historically Ottoman controlled; Russian objective city Costanza(Dobrudja region) had few Romanian population in 1850's as the Ottomans moved some population there and also Tatars migrated(200k-300k estimated, from Crimea) there or to Ottomans from Sevastopol after the crimean war.(I think there is an event about it) .

The Tatar migration is already a Turkish event in this game...now, should we change the initial population in those 2 areas with some Turks? How many (%) and where? ;)

AFAIK Costanza were very crowded with Tatars, Ottoman Turks or other Turkic tribes migrated very early in the 13th century or so but not so much Romanian. There is a community even today as "Dobruja turks". But after OE lost Costanza there should be Romanian migration from Wallachia and Ottoman turk immigration to anatolia until 1910-15. To sum it up Costanza ethic population in game should have less Romanian in 1850's. But hard to know percentage or any gameplay impact with the change :)

Edit: same with sevastopol. but only %10 or 15% maybe. Before the crimean war there were already some great immigration.
Overall for OE part ,ethnicity map of regions is well done, thank you :)
