I don't have a F-9 key so how do I pull up this window?

No F9 key? Odd! Anyway, you can access the Diplomacy screen if you find another nation's capital city and click on the small "Open Diplomacy" button you will find there (lower right bottom of city name).

Yep no F9 key. Pocus answered my question in the Paradox forum but again thanks for answering. Now I have a whole world opened to me.
