"Ruler" and "Prime Minister" of U.S.

How do these work for the United States--is the "Ruler" the President? Who is the "Prime Minister", then?

I think I've seen other games with this problem and usually they just have the president as both the head of state and the chief executive.

Ruler=President
Prime Minister=Congress

Yep, that's it. President has his attributes as the leader, and each congress gets overall attributes as the "prime minister"

Thus a US Administration aka government would look like that:

Head of State = President

Head of Government = President

Parliament = Congress

for GB it would look like that

Head of State = Queen Victoria (Monarch)

Head of Government = Prime Minister

Parliament = British Parliament aka House of Commons or House of Peers


Thats very simple and easy to understand, but for game reasons you must do it in an easier manner aka system...
