In Jan-Fev 1915, the central powers are always with "transition Trench warfare" and not in "trench warfare" as the manual described.

I tested your savegame: not a bug... simply a misunderstanding.

In Oct. 1914 the "Transition to Trenches" has some chance to take place, and I guess you did not passed to trenches.
Then, at the end of Nov-Dec 1914, the "Transition to Trenches" is sure. So, beginning Jan 1915 you was indeed in "Transition to Trenches".
In fact, I played the whole turn, and at the end of it, your nations passed to "Firepower Doctrine"!

Btw... your Austrian I army is isolated! And your Austrian IV army is going to become isolated too!
