105d Redeployment not quite there

See attached. This is the AI's redeployment in the West, as the CP, at the end of December 1914. Notice the pile of armies in Antwerp, the 4 area gap to Luxembourg (leaving a nice, big hole for me to walk through to the Ruhr), and the absence of any German units in Metz. 
Game is running well otherwise, but an AI redeployment fix needs to be considered at some point. In this case, I was going to avoid moving into the gap for a few turns to see if the AI fills it up. We'll see.
