Some really strange diplomatic occurences

I have experienced something really weird what diplomacy is concerned. Let me list them out for you:
1) US Entry
In mid 1916 I saw that the US was pretty much 1 turn away from offering the Allies Limited Intervention benefits. This indeed happened a few turns later. However another a few turns later the Limited Intervention was cancelled again and the US shifted towards Central Powers again (me). I thought that once a treaty has been ratified those cannot be changed anymore? Could you clarify this up a bit? Is this a bug?
2) Declaration of Wars by the player
I just wanted to test whether the US would get the +/-1 changes if the Central Powers or the Allies declared war on a minor country. I declared war on Switzerland and I got the notification that the US was getting a pro Central Power shift due to the "Allies" declaring war on them. Basically the system thinks that the Allies declared war on Switzerland even though it was me as the Central Power who did. That must be a bug. Can you double check?
